About Houkura
The Local Government (Auckland Council) Act 2009 established the Independent Māori Statutory Board, known as Houkura.
Its purpose is to assist Auckland Council to make decisions and perform its functions by promoting cultural, economic, environmental and social issues of significance for Mana Whenua and Mātāwaka of Tāmaki Makaurau, and to ensure the Council acts in accordance with statutory provisions that refer to Te Tiriti o Waitangi.
Houkura comprises seven Mana Whenua representatives and two Mātāwaka representatives. Members serve terms of three years and are appointed by a Selection Body.
Who are Mātāwaka
Mātāwaka are Māori living in the Auckland region who are not in a Mana Whenua group.
Criteria and attributes
Mātāwaka representatives must be able to represent and promote issues of significance for Mātāwaka.
Nominees may whakapapa to Mana Whenua but must not otherwise identify or affiliate with Mana Whenua groups. Minimum eligibility criteria are set out in the nomination form.
The Selection Body will also consider the need for a balance of knowledge and expertise across Houkura in the following areas:
Knowledge and expertise in te reo, tikanga and mātauranga Māori
Knowledge of the geographic and socio-political makeup of the whole Tāmaki Makaurau area
Knowledge and expertise in areas relevant to local government (e.g. resource management, public policy, planning, transport)
Strong networks and established relationships within Mātāwaka and local and central government spheres
Acknowledged as leaders within their own community
Process and key dates
The Selection Body is calling for nominations for the two Mātāwaka representatives to Houkura.
Nominees must complete the nomination form with required supporting information and ensure it is received no later than 5pm, Friday 26 September 2025.
The Selection Body will also take into account written views of Mātāwaka relating to the selection. These should outline the writer’s Mātāwaka affiliations and must be received by the same deadline.
